This is an interesting approach, indeed. Senator Ron Johnson is pushing this concept with House Republicans. If successful, it would be devastating to insurers and they would certainly pull out of the Exchanges.
Politically, this particular provision is unpopular enough that I suspect members of both parties will support the idea. Nobody wants to be behind "bail outs for insurers" in this political climate.
